of October 20 of the same year, for laying dow an enduring memory (REMEMBRANCE) of Government's care about the well-being of People, We have decreed and decree
§ I. Серебро изъ горныхъ въ краѣ заводовъ, доставляемое на Монетный Дворъ, должно быть передѣлываемо въ 10-ти злотовую монету, по опредѣленной для пятизлотовокъ пробѣ 13 лотовъ 16 грановъ, но въ удвоенномъ вѣсѣ и стоимости.
TRANSLATION
Paragraph 1. Silver from regional (montain factories--probably mines + refineries), delivered to the Mint, must be (made into) 10-zloty coin, under the silver standard set for 5-zloty coins at (13 lots 16 grans), but with a doubled weight and denomination.
§ 2. На одной сторонѣ этихъ 10-ти злотовокъ имѣетъ быть изображенъ портретъ Государя Императора съ такою же какъ и на 5 злотовкахъ надписью; на другой сторонѣ обыкновенный гербь съ надписью надъ нимъ «десять польскихъ злотыхъ», а подъ гербомъ «изъ мѣстнаго серебра».
TRANSLATION
Paragraph 2. On one side of these 10-zloty there is a depiction of a portrait of Governor Emperor with an inscription identical to that on 5-zloty; on the other side there is a common coat of arms (crest) with abn inscription over it "tem polish zloty", and "from local silver" under it.
§ 3 10-ти злотовки имѣють быть чеканены, по устройствѣ новыхъ для сей цѣли машинъ, и должны имѣть цилиндрическую форму.
TRANSLATION
Paragraph 3. 10-zloty shall be minted on the new machines set up for that purpose, and mush have a cylindrical shape.
§ 4. По заведеніи на Монетномъ Дворѣ новыхъ машинъ Правительственная Коммиссія Финансовъ поручитъ отчеканить мѣдной монеты въ количествѣ 40.000 польскихъ злотыхъ.
TRANSLATION
Paragraph 4. After establishment (installation) on the Mint of new machines the Governing Finance Comission will comission the minting of copper coin in a quantity of 40.000 Polish zloty.
§ 5. Мѣдь на отчеканеніе означенной суммы должна быть куплена изъ горныхъ въ краѣ заводовъ, по обыкновенной соразмѣрной цѣнѣ.
TRANSLATION
Paragraph 5. Copper for minting of the mentioned sum must be purchased from regional (montain factories--probably mines + refineries), at the regular commensurate rate.
§ 6. Деньги изъ этой мѣди, имѣютъ быть чеканены въ 3 и 1-но грошевыхъ монетахъ по настоящей пробѣ и формѣ,— съ добавкою надписи вокругъ подъ годомъ «изъ мѣстной мѣди»

Paragraph 6. Money from that copper shall be minted into 3 and 1 grosh coin in the existing shape and metal, -- with the addition arround under the year "from local copper"
Исполненіе сего поручаемъ Правительственной Коммиссіи Финансовъ.
TRANSLATION
Execution of this is commissioned to to the Governing Finance Comission.
Состоялось въ Варшавѣ въ Засѣданіи Совѣта Управленія 20 Октября мѣсяца 1818 года. Заіончекъ.
