that it is His Majesty's will that this operation be undertaken with all due care; that the attention is primarily paid<in progress>
какъ бы увеличеніе количества размѣнной монеты въ обращеніи не повлекло за собою ввоза такой же монеты, но изготовленной заграницею;

so that any increase in quantity of fractional coins in circulation does not cause an inflow of the same coins, but which is produced abroad; <needs work>
во вторыхъ, чтобы кромѣ того не упускался изъ виду курсъ размѣнной монеты;

The minister, the Stats-secretary informs the Mister to the Deputy the following will of Its Impeyoratorsky Majesty. We approve the permission given by the Deputy to the Minister of Finance and Exchequer on manufacturing of 1.000.000 Polish zloties in a token coin, on which the Deputy reported in the official report from February, 29th (on March, 12th) this year, a sovereign the Emperor rules that this operation has been made with proper care; that the attention to that, as though increase in quantity of a token coin in circulation first of all have been paid has not entailed behind itself importation of the same coin, but produced for-border; in the second that the token coin rate besides was not lost sight; if it will be established that the last loses at the exchange on sound or is hardly accepted in payments that would indicate their quantity which has exceeded a measure of requirement it is necessary, the further issue of a token coin to terminate.

We confirm the permission given by the Viceroy to the Minister of Finance and the Exchequer to produce 1.000.000 Polish zloties in coins of a fractional denomination, concerning which the Viceroy made an official report on February 29th (March, 12th) of this year, the Emperor states that it is His Majesty's will that this operation be undertaken with all due care; that this attention is first of all paid so that any increase in quantity of fractional coins in circulation does not cause an inflow of the same or similar coins from abroad; secondly, that sight is not lost of the conversion value of the fractional coinage; if it is seen that the fractional coinage has lost conversion value then it will be less readily accepted as a form of payment, and indications of supply exceeding demand will cause further production of fractional coinage to cease.
